Independence teams up with First Energy - Hollow Rock Facility

In early April, First Energy, with engineering support from URS Corporation, awarded Independence Excavating the construction of a new residual waste landfill at the Sammis Plant in Stratton, Ohio. This project is only a small portion of more than the $1 billion that First Energy has committed to upgrade its environmental controls system at the Sammis Plant.

The scope of work includes clearing and grubbing of 36 acres, construction and maintenance of the storm water preventative pollution plan for the site, mass excavation and stockpiling of approximately 900,000 cubic yards of mine spoil, placement of approximately 100,000 cubic yards of structural fill, construction of a recompacted soil layer (RSL) test pad with approximately 50,000 cubic yards of RSL, purchase and installation of approximately 900,000 square feet of geosynthetic clay liner, HDPE liner and geocomposite drainage layer, installation of two leachate collection systems including, purchase, and installation of over 60,000 tons of protective cover soil. The work also includes construction of a permanent sedimentation pond, construction of temporary and permanent haul roads, a leachate force main, electrical distribution from the leachate force-main pumps to a leachate storage pond, fencing, gates and seeding.

Work at the site started mid-May and is scheduled to be completed prior to the end of 2008. As of now, the project is on schedule and we are getting great feedback from First Energy, URS Corporation and the Ohio EPA. Based on that feedback, we have been invited to provide proposals on several other landfills in the southeastern portion of Ohio.
